3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Medicaid covers full residential addiction treatment

Beginning July 1, 2025, Vermont Medicaid covers medically necessary residential treatment for members with both substance use and mental health conditions. Coverage includes medically monitored high-intensity care and clinically managed low-intensity care for the full prescribed stay. A licensed health professional employed by the treatment program must prescribe the stay while working within their license. The residential program must be licensed and participate in Vermont Medicaid. Care must follow current best practices and the appropriate treatment level.

Chittenden County gets priority for incapacitated services

Beginning July 1, 2025, Vermont's health and mental health departments must prioritize Chittenden County in their existing service expansion plan. The plan covers services and programs for people adjudicated incapacitated under state law. The departments must jointly present their expansion efforts to legislative committees by February 15, 2026. The law sets no funding amount or guaranteed level of added services.

Incarceration ban ends for incapacitated people

Beginning July 1, 2025, the law repeals the 2019 ban on incarcerating incapacitated people in Vermont corrections facilities. This removes that statutory protection. The repeal does not itself specify what other rules govern incarceration decisions.
