New rent rules for low-income renters

Beginning July 27, 2025, Washington changes rent rules for for-profit developments financed by public housing authorities. Designated homes and mobile-home lots must be rented to households earning no more than 80% of area median income. That income limit is adjusted for household size, and rents must be affordable to those households. This replaces the former rent ceiling of 15% of area median income, which allowed exceptions when subsidies ensured affordability. The new rule does not set a specific rent formula.
