Beginning July 27, 2025, Washington local governments must address pet sheltering in each emergency plan update, using existing planning structures. They must also identify shelters that accept people with pets, when resources and site conditions make these steps practical. During disasters or extreme weather, they should identify at least one such shelter when practical. These shelters allow people to stay in the same facility as their pets or in an adjacent area. Covered pets are domesticated animals kept at home for pleasure, not commercial purposes. Identified pet-friendly shelters must have animal safety procedures and follow Federal Emergency Management Agency disaster assistance rules. Local government websites must provide pet evacuation planning guidance and emergency checklists consistent with federal recommendations, plus local animal-assistance groups. Websites must also say whether each identified shelter accepts pets, when practical.
