Clarifies command roles and DNR authority

The law clarifies who leads and who participates in mobilizations. “Chief” means the Washington State Patrol chief. “Fire chief” includes local chiefs and certain DNR leaders. “Jurisdiction” includes state, local, and port fire units. DNR keeps its wildfire authority under RCW 76.04. The state fire marshal is the patrol’s director of fire protection.

Faster statewide fire mobilization and reimbursement

The law lets the state request and send fire resources when a disaster is expected to exceed local capacity. During large events, it allows moving crews statewide to where they are needed. When a mobilization is declared, the host agency’s resources count as mobilized, including earlier mutual‑aid responders. Nonhost agencies can get expense reimbursement starting at the time of the declaration. It defines all‑risk resources, like wildfires, floods, and disease, and says mutual aid is unpaid help.

Fire crews not used for protest policing

The law bars mobilizing fire resources to assist police at protests or other protected demonstrations. Fire agencies can still give medical care and fight fires at those events.
