Beginning July 27, 2025, the filing date is the day the chief clerk finds your notice sufficient, or the day it is deemed sufficient. The clerk must decide within 30 calendar days after the board gets your notice and you pay the fee. Your notice is sufficient when the fee is paid and it is accurate and complete. It must include all items RCW 36.93.130 requires, any extra items in board rules, and exhibits showing required steps are done. If it is not sufficient, the clerk must return it for fixes and then review your corrected notice within 14 calendar days. If the clerk does not act on time, your notice is deemed sufficient.
Beginning July 27, 2025, parties must request a boundary review within 45 days after the effective filing date. This group includes a quorum of board members (three on a five-member board, or five in counties with 1 million or more people), any affected government or county, or petitioners who meet voter or property owner thresholds. If no one requests review in 45 days, the proposal is deemed approved. When review is requested, the board must decide within 120 days after the request is filed. If the board does not decide in 120 days, the proposal is deemed approved unless the filer and the board agree to more time.
