Utilities gain limited power purchase exceptions

Washington utilities get exceptions to coal-power rules for certain wholesale purchases serving Washington retail customers. Power from unspecified sources qualifies under contracts lasting up to three months. System sales lasting up to six months qualify when used to show seasonal power adequacy under a regional program. Neither purchase can be used to avoid coal-power restrictions. Long-term power purchase or exchange agreements with the Bonneville Power Administration also qualify, except for federal-system power from transactions the agency entered knowing the source was a coal-fired plant.
