The law creates a statewide task force to update laws on criminal insanity and competency to stand trial. The Washington State Association of Counties convenes it, staffs it, and the members pick co-chairs. All meetings are online. The task force may form subcommittees and hire outside experts only if lawmakers provide money for contracts. It must report findings to the Governor and legislative committees by December 1, 2026. The task force ends December 31, 2026.
The law is null and void unless the omnibus appropriations act provides specific funding for this act by June 30, 2025. The funding must reference this act by bill or chapter number. If funded, the act then operates on its effective date, July 27, 2025.
The law reorganizes chapter 10.77 of the Revised Code under new headings and fixes cross-references. It also removes five sections from the code: RCW 10.77.2101, 10.77.290, 10.77.310, 10.77.940, and 10.77.950. These steps mainly clean up and reorder the law; this text does not change who qualifies for services.
