Beginning July 27, 2025, serving a "represented entity" follows the business-entity service rules in state law. Plaintiffs can serve by publication when a nonregistered foreign business owns property in Washington. The old rule for corporations with no in-state officer is repealed, and service methods are consolidated in the updated rules.
Beginning July 27, 2025, nonresident drivers on Washington roads appoint the Secretary of State to accept lawsuit papers from crashes. If a resident driver cannot be found in Washington within three years after the crash, the Secretary of State accepts service for them too. The plaintiff leaves copies with the Secretary of State and pays a fee. The Secretary mails a copy within eight business days if an address is known and keeps a record. If the plaintiff wins, that fee can be added to court costs.
