Higher conservation charge caps for homeowners

Washington counties can approve conservation district charges of up to $25 per parcel each year, replacing former $5, $10, or $15 caps. This applies to parcels covered by a county-approved system that includes a per-parcel charge. Counties do not have to charge the full amount. Beginning March 1, 2029, the Department of Revenue updates the cap every three years using Seattle-area consumer price changes. It uses the prior 12 months of the Consumer Price Index for All Urban Consumers, All Items. The updated cap is rounded to the nearest dollar; a negative adjustment leaves the prior cap unchanged. The department must publish each updated cap by March 31. A higher cap does not automatically raise your bill.
