The law only takes effect if the state budget includes specific funding that names this act by June 30, 2025. If that funding is not provided, the entire act is null and void. The general effective date is July 27, 2025, but only if funded.
The law requires the legislative audit committee to review and report on state agency costs to meet the state energy performance standard, with a final report due June 30, 2027. That reporting requirement ends January 1, 2029. After that date, the committee no longer must produce that report.
