Beginning July 27, 2025, Washington exempts specified affordable housing sellers from vehicle dealer licensing. Eligible sellers include community land trusts, resident nonprofit cooperatives, local governments, public housing authorities, and nonprofit community or neighborhood groups. Federally recognized Indian tribes in Washington and regional or statewide nonprofit housing assistance groups also qualify. Each seller must sell no more than 12 manufactured homes in any 12-month period, at cost to low-income households. At cost means no markup; the law does not guarantee households a home or a specific price reduction.
