Beginning July 27, 2025, Washington public utility districts can form, own, or use captive insurers to cover their risks. Public colleges and universities also qualify as captive owners. A captive owner can participate by contract without owning the insurance company. The insurer must cover the owner's or its affiliates' risks, and at least one insured must be based in Washington. The insurer must have at least $1 million more in assets than debts and be able to pay debts when due. Audited financial statements prepared by an independent certified accountant must verify its finances. It must also hold a captive insurance license where it is based. The law does not provide a direct household payment or set utility bill savings.
