Beginning July 27, 2025, Washington ends the recording fee exemption for assignments or substitutions of previously recorded deeds of trust. Each covered document now carries a $100 Covenant Homeownership Program assessment and a $183 recording surcharge. That adds $283 per document for the person or company responsible for recording it. The law does not say whether these costs are passed on to homeowners.
