Beginning May 15, 2025, farm fuel users get a Climate Commitment Act exemption for motor vehicle fuel or special fuel used only for farming. Buyers must give sellers the required exemption certificate. Before January 1, 2030, the fuel need not power a motor vehicle; starting that date, it must. Washington’s Department of Ecology must also set a way to exempt fuel used to transport farm products on public highways. The department must maintain that expanded exemption through December 31, 2029.
By October 1, 2025, Washington’s Department of Ecology must publish a searchable fuel-seller directory and a guide for farm fuel users. The directory must receive updates and list only sellers offering exempt fuel at a different price from nonexempt fuel. The guide must explain how to request payments back, including submission steps, or buy exempt fuel through aggregators and cardholder or membership options. Seller and aggregator information comes from voluntary disclosures, so listings and purchase options may be incomplete. These tools do not change eligibility or guarantee savings.
