Less duplicate oversight for residential providers

Beginning June 11, 2026, Washington’s Department of Social and Health Services can conduct only one routine review per year of each community residential service business provider in each of six areas: client finances, client service plans, federal compliance, client community integration, provider finances, and general quality assurance. The department must combine reviews across areas where possible. The limit excludes adult protective services investigations, incident reports, complaint investigations, citation follow-up, reviews after a death, and oversight required by state or federal law. The department must adopt rules or policies requiring record sharing within and between its divisions during oversight to reduce repeat requests. Those rules or policies may allow exceptions for ongoing investigations or when confidentiality requirements prevent sharing.
