The law creates a voluntary “blue envelope” program run by the Department of Licensing. Drivers or passengers with a disability or condition that can affect a traffic stop can use it, including autism, ADHD, dyslexia, Tourette syndrome, and similar conditions. You can get a blue envelope for free at any driver licensing office. The envelope includes safety tips for the holder, short guidance for officers on interacting with neurodiverse people, and a reminder to keep registration and insurance inside.
The Department of Licensing keeps clear, accessible blue envelope program information and resources on its website. The department can apply for and accept grants, donations, and services from public or private groups to support the program.
