Beginning June 11, 2026, Washington requires notices when residential habilitation centers fail federal care standards. The Department of Social and Health Services must give notice within 10 days of each finding, correction plan, and later compliance decision or related enforcement action. Initial notices must explain the reasons, the problem, and possible effects on resident safety in plain language. Centers must prominently post notices where residents, visitors, and people asking about placement can see them. Postings must remain until the Centers for Medicare and Medicaid Services is satisfied that the violation is corrected. Posted notices must be in English and every alternative language requested by residents. People connected to residents and identified under RCW 71A.10.060 must receive notices in writing or by email. These notices must use their preferred language when they have indicated one other than English. Relevant legislative committees also receive notices, using existing resources.
