Beginning June 11, 2026, truck safety council members who are not public employees receive pay under state rules. They also receive reimbursement for travel expenses incurred while carrying out council duties. The law does not state payment amounts.
Beginning June 11, 2026, Washington creates a commercial truck safety council within the Washington Traffic Safety Commission. Members represent state agencies, trucking groups, education and workforce boards, labor, and the public. The council recommends and coordinates driver training, rule compliance, public education, and crash-reduction efforts while avoiding duplicate work. It can recommend contracts, public-private partnerships, grants and loans, and seek gifts and outside grants. It must adopt a charter covering officers, elections, and terms, and meet at least quarterly, first by the third Monday in January 2027. Annual reports go to legislative transportation committees, with the first due December 31, 2027. After collection costs, safety fee receipts are split 50/50 between the state patrol highway account and a new truck safety account. The new account pays only for council-recommended safety work and related administration, including reimbursing the commission's council support costs. The commission director or designee must approve spending; state spending-allocation rules apply, but no separate legislative appropriation is required.
Beginning June 11, 2026, the commercial vehicle safety fee rises from $16 to $32—an extra $16 per covered vehicle. It covers base-plated vehicles subject to Washington State Patrol highway inspections and compliance reviews. It also covers qualifying vehicles based in a foreign jurisdiction and registered under the International Registration Plan. Trailers are exempt. The fee is not refunded when a vehicle stops being subject to the inspection and review rules.
