State agencies coordinate youth behavioral health

Beginning June 11, 2026, state agencies must align their youth behavioral health work with the Washington Thriving plan and carry it out fairly. The governor’s office must help agencies coordinate as existing resources allow. Separate executive coordination requires enough private or other nonstate money to be available and used for that work. Its duties include tracking the plan, building its support systems, coordinating private funding, and reviewing equity with Washington’s Office of Equity. The office may accept private or other nonstate money for this work; lawmakers may also provide state money. The governor must appoint a leadership council with state agency members, people with lived experience, and one behavioral health work group member. It must also include at least two tribal representatives nominated by the governor’s Indian health advisory council. The council coordinates the plan, reports recommendations to the governor, and publishes accessible updates. It must notify the governor and appropriate legislative committees when executive coordination has met its goals and is no longer needed. These changes do not create new family benefits, change service eligibility, or guarantee a funding amount.
