Health premium refunds with limits for survivors

Beginning June 11, 2026, eligible spouses, domestic partners, and dependent children get health premium refunds after a line-of-duty death. The deceased member must belong to Washington’s LEOFF retirement system, and survivors must qualify for the retirement allowance. Refunds cover premiums paid to the state Health Care Authority and for Medicare Parts A and B. Employer insurance, COBRA, and Medicare premiums also qualify for the period between death and the line-of-duty death decision. Survivors ineligible for that waiting-period reimbursement can get refunds for other medical insurance, capped at the COBRA reimbursement amount. These waiting-period and alternative-insurance refunds apply to premiums paid after June 10, 2010; other changes apply prospectively. Survivors entitled to Medicare must enroll in and stay enrolled in both Parts A and B to keep applicable refunds.
