Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 1 costs, 0 mixed.

Continued school disability support for military children

Beginning June 11, 2026, Washington districts must support military children with an existing out-of-state individualized education program or Section 504 plan. Districts must take steps to obtain school records, including prior evaluations. Upon enrollment, they must provide appropriate services and accommodations comparable to the prior plan, without unreasonable delay. If a new evaluation is needed, districts must take reasonable steps to complete it as quickly as practicable. Evaluations must follow federal and state law.

Easier school enrollment for moving military families

Beginning June 11, 2026, Washington provides easier school residency and enrollment rules for children making qualifying military moves. The move to Washington must result from a parent's active duty, call to duty, or notice of an upcoming call or order. The parent must have a transfer or pending transfer to a military installation in Washington or a bordering state. Moves caused by urgent military needs, such as overseas deployment or sea duty, also qualify. Parents, guardians, or other legal custodians must provide official military orders or other military documents confirming the move. Proof of the child's district residence is due within 90 calendar days after enrollment. Accepted proof includes temporary lodging in the district where permanent housing is expected, a purchased or leased home, or a signed purchase or lease agreement. Federal housing and off-base military housing, including public-private housing, also count. Districts must conditionally accept enrollment and course registration applications before arrival in Washington or a bordering state. They must allow reasonable submission methods, including electronic submission or mail, with maximum feasible flexibility while meeting verification, privacy, and administrative requirements. Districts must finalize enrollment after verifying the required documents and residence proof.

Limited school transportation duties for military children

Beginning June 11, 2026, a district enrolling a military child as a nonresident generally has no transportation duty. It does not have to provide rides to or from the child's resident district unless state or federal law requires them. Without that legal requirement, families may need to arrange or pay for transportation.
