Washington replaces “alien” with “noncitizen” in documents

The law takes effect June 11, 2026. For official documents enacted after July 1, 2026, Washington state and local governments must replace “alien.” They must use “noncitizen” or another fitting term for people who are not U.S. citizens or nationals. Exceptions apply when federal law or a federal funding condition requires different wording. This wording change does not itself change household eligibility, benefits, or legal duties.
