Ombuds now oversees juvenile rehab facilities

The state ombuds now oversees juvenile rehabilitation facilities run by the Department of Children, Youth, and Families. It promotes awareness of services, checks that rules are followed, and reviews facilities. It can investigate complaints about care, placement, supervision, and treatment. The office is independent and reports to the Governor. It sends an annual report with findings and fixes by November 1 each year. The oversight board can access relevant ombuds records. The office can adopt rules to carry out these duties.

Stronger ombuds access to youth and records

The department must allow the ombuds to talk in private with people in its custody. The ombuds can visit state institutions and juvenile rehabilitation facilities. The office can inspect and copy the records it needs and gets online access to case systems. A near fatality means a doctor says the person is in serious or critical condition. Covered people include those in state care, licensed facilities, and juvenile rehabilitation. This section does not add duties for early learning or licensed child care programs.

Changes take effect only if funded by June 30, 2025

These changes only take effect if the state budget funds them by June 30, 2025. The budget must name this act. If that funding is not provided by that date, the law’s changes do not take effect.
