Gas utilities face updated emissions reporting rules

Beginning July 27, 2025, covered natural gas utilities must submit annual greenhouse gas reports to Washington’s Department of Ecology. They must meet Washington’s reporting requirements to receive free emissions allowances under the state’s cap-and-invest program. This replaces the requirement to provide the federal Environmental Protection Agency’s Subpart NN report for each reporting year. The change does not create a direct household payment or benefit.
