Smaller elevators allowed in smaller apartment buildings

The law takes effect June 11, 2026. Washington's State Building Code Council must adopt standards for the 2027 technical codes allowing smaller passenger elevators that meet federal accessibility minimums. This applies to apartment buildings with no more than six stories and 24 units total. The council must also convene an advisory group to review elevator shaft opening protections and two-way visual emergency communication devices. The group must assess cost and safety, not automatically remove these requirements. Required members represent fire chiefs, building code officials, elevator inspectors, manufacturers, elevator workers, a Washington elevator nonprofit, disability rights groups, senior advocates, developers, and architects. Smaller elevators may lower construction costs, but the law does not guarantee lower rents.
