Direct state sales to restoration projects

Beginning July 27, 2025, the Department of Natural Resources can sell valuable materials directly to habitat restoration project proponents. Each sale is limited to $250,000 in appraised value, and DNR must find it is in the best interest of the state or trust. Buyers must hold all required permits and submit a DNR-defined report on how the materials will be used. Materials may not be resold or remanufactured; leftover materials may be used in later qualifying restoration projects. Resale or remanufacture of timber violates RCW 79.02.320. DNR appraises value using an arms-length market price based on similar materials used in aquatic restoration in the last 24 months, or if unavailable, the average minimum bid for similar logs from the last 12 months of DNR auctions. DNR collects all required fees, including those in RCW 79.38.050.
