Beginning July 27, 2025, all actuarial valuations and experience studies from the state actuary’s office must be signed by a member of the American Academy of Actuaries. If the state actuary is not a member, the actuary must, with select committee approval, hire a member for up to two years to help develop and sign those reports.
Beginning July 27, 2025, the state actuary can hire needed research, technical, and clerical staff and consultants. The actuary sets their pay, but the pension funding council must approve the salaries. Employees in the office of the state actuary are exempt from state civil service law.
Beginning July 27, 2025, the select committee on pension policy receives the actuarial audit results of valuations and experience studies. The committee must study them and send recommendations on actuarial assumptions or contribution rates to the pension funding council. This happens before the council adopts changes to those assumptions or rates.
Beginning July 27, 2025, the pension funding council appoints, removes, and sets the salary of the state actuary. The council must take an affirmative vote of four members. It must consider recommendations from the executive committee of the select committee on pension policy. The old state actuary appointment committee is repealed.
