Washington workers face capped paid leave premiums

Beginning January 1, 2028, Washington caps total paid family and medical leave premiums at 1.20% of wages subject to premiums. The commissioner sets rates yearly using actuarial recommendations for the lowest rates needed to keep the fund solvent over four years and limit rate swings. For rate-collection years ending in 2030 and later, the fund must end each year with a four-month reserve. That reserve equals four times the projected average monthly benefit and administrative costs for the following year. These rules affect covered workers and employers, but do not set the actual yearly rate or each worker’s share.
