Beginning January 1, 2026, Washington moves licensing receipts for six professional programs into its business and professions account. These cover architects, funeral and cemetery services, landscape architects, real estate appraisers, geologists, and appraisal management companies. The law ends their six separate accounts. Their balances as of December 31, 2025, move after notice that the 2025 state financial statement is complete. The state treasurer must finish the transfers by February 28, 2026. Architect receipts and balance transfers exclude amounts covered by RCW 18.08.510. Spending requires legislative approval and must cover the Department of Licensing’s business and professional licensing work. Unspent money stays in the account rather than returning to the general fund at each two-year budget cycle’s end. The director must prepare a budget request every two years showing expected licensing costs and fee income. Starting in 2026, annual reports due September 30 must show revenue and spending for each licensing chapter using the account. The law specifies no change to household fees or benefits.
