For any integrated-plan water project costing more than $100,000,000, the Washington State Water Research Center reviews the cost and benefit study before the state approves construction funding. This review rule now lasts until July 1, 2035. Reviews weigh benefits such as fish recovery, farm water reliability in drought years, and city and domestic water supply. The extension applies starting June 30, 2025.
The law takes effect on June 30, 2025. Sections start on that date unless a section sets a different start date.
When land is bought for the Teanaway Community Forest Trust, a temporary management plan runs until the Yakima water milestone or June 30, 2035, whichever comes first. After that, the land shifts to a permanent plan or is disposed of as the law directs. Purchases and management require available appropriations and review and approval by the Board of Natural Resources. This timing change starts June 30, 2025.
The law moves the Yakima Basin water supply milestone to June 30, 2035. By that date, permits must be approved and funding secured to start building one or more water projects. Each project must be designed to provide at least 214,000 acre-feet of water for instream and out-of-stream uses. This gives sponsors more time, but it can delay new water for users. This change starts June 30, 2025.
