Analyzed Economic Effects

Survivors get free extended evidence storage

Beginning July 27, 2025, sexual assault survivors have a right to written information about kit collection and storage policies. Survivors can request further storage of their kit or evidence-bearing contents in writing, free; the law sets no storage length. On written request, the official holding the kit must give written notice at least 60 days before destruction or disposal. Lawful representatives have these rights when survivors are incapacitated, deceased, or minors. An alleged perpetrator or suspect cannot act as the representative.

Colleges cannot seek student secrecy agreements

Beginning July 27, 2025, Washington postsecondary schools cannot propose, request, or pressure reporting students to sign secrecy agreements. The ban covers agreements about alleged sexual misconduct by another student or a school employee. It applies to reports through school complaints, including Title IX complaints, to law enforcement, or in civil court actions.

Campus cards list crisis support contacts

Beginning July 27, 2025, covered Washington schools must print national suicide-prevention contact information on student, faculty, and staff identification cards. They must also list available contacts for campus, local, state, or national suicide-prevention, crisis, or counseling groups. Student cards at state universities, regional universities, and the state college must also list a regional 24/7 survivor-support number. That number serves survivors of sexual assault, sexual harassment, and sex- and gender-based violence. Requirements cover first-issued cards and replacements for lost or damaged cards, using schools’ existing resources.
