Beginning July 27, 2025, Washington’s Sustainable Farms and Fields grants cover studies, farmer education, outreach, and equipment purchases or leases supporting farm use of digestate—the material left after anaerobic digestion. The law removes the specific authorization for compost-spreading equipment support and favors projects that cut emissions through energy efficiency or fuel savings. Before starting upfront carbon-storage payments, the Washington State Conservation Commission must review and update its carbon measure with Washington State University and the University of Washington. Until updated or replaced with a better measure, storing 3.67 tons of carbon from living things for 100 years counts as avoiding one ton of carbon-dioxide-equivalent emissions annually. This measure can be scaled in direct proportion to the number of storage years.
