Cannabis retailers face tighter five-license ownership cap

Beginning January 1, 2026, Washington cannabis retailers and everyone with ownership or financial interests in their business face a combined five-license limit. They cannot use management or other agreements to extend financial interests across more than five retail licenses. Covered interests include profit or revenue sharing, purchasing or pricing coordination, and shared branding. They also include shared operations, marketing, and hiring or employment arrangements. The rule covers agreements made before January 1, 2026, and those made or renewed on or after that date.
