The State Auditor must add a social equity impact analysis to each performance audit. Audits must follow U.S. Government Accountability Office auditing standards. This sets consistent methods and adds an equity lens to every review.
The State Auditor can audit a wide range of state and local governments and programs. The Auditor may hire outside contractors and issue subpoenas to get needed records. The Auditor may run follow-up audits when needed. No official may block or limit the Auditor’s independent work.
The State Auditor must make each audit public and send it to lawmakers within 30 days of completion. Lawmakers must hold at least one public hearing within 90 days after the audit is made public. Residents can share comments on the findings at that hearing.
By July 1 each year, JLARC must report how the Legislature acted on audit recommendations. Each legislative body must also file a yearly July 1 report on its own actions. Reports must explain any items not done and describe corrective steps.
