More locations allowed for child care

Effective July 27, 2025, Washington cities, towns, and code cities must allow child care centers as outright permitted uses in most zones. This includes converting existing buildings into centers. Industrial, light industrial, and open space zones are exceptions, but cities can allow centers there too. Cities must offer a conditional-use approval process for on-site centers in industrial and light industrial zones, except in or around high-hazard facilities. Cities may set reasonable permit rules, such as pickup and drop-off requirements. Cities required under the Growth Management Act to update their comprehensive plans in 2027 must adopt these rules in that update. All others must implement them within two years, by July 27, 2027. The law provides no new funding or direct payments to families.
