Local housing deadlines shift in Washington

Effective July 27, 2025, the law changes local planning deadlines. Benton, Chelan, Cowlitz, Douglas, Franklin, Kittitas, Skamania, Spokane, Walla Walla, and Yakima counties—and their cities—must review and revise plans and development rules by December 31, 2026, instead of June 30, 2026. Their next review is due June 30, 2036, then every 10 years. Cities and counties planning under the Growth Management Act must make required accessory dwelling unit rules effective with their next scheduled plan update; those conducting design review must also meet design-review rules then, rather than six months later. Cities covered by housing-density rules that meet population cutoffs using 2020 state population data must comply with their next scheduled plan update, not six months later. For cities that later reach a cutoff, the alternative deadline remains 12 months after their next progress report following the state population agency’s decision; the later deadline controls.
