Washington businesses keep training credit with limits

Beginning July 27, 2025, the law extends Washington’s customized employment training tax credit for participating businesses. The credit equals 50% of their payments to the employment training finance account. Credits earned in one calendar year can carry forward to offset taxes in a later year. Claimants must file a complete annual tax performance report with the Department of Revenue. Participants who fail the program requirements must repay any credits taken, plus interest. Repayments of training allowances received on or after July 1, 2031, do not qualify for the credit. The credit section expires July 1, 2033. By December 31, 2028, the college board must report to the Legislature’s higher education committees. Its report must show credit eligibility and participating training institutions by county, plus efforts to broaden industry and training-provider participation. The credit’s stated purpose is to build worker skills and help Washington businesses stay and grow. The Legislature intends to extend the credit if a review finds that 75% of participating businesses finish training and repay their program loans. That extension is not automatic. State data can support the review, and the performance statement does not create a private right to sue or determine tax eligibility.
