Beginning July 1, 2025, Washington fully funds annual cost-of-living raises for academic employees in community and technical college districts and technical college classified employees covered by chapter 41.56 RCW. Funding covers mandatory salary-related benefits, and raises become part of the salary base used to calculate future raises. Starting with the 2025–2027 budget period, the rate replaces the prior consumer price measure with the previous calendar year's percentage increase in the federal Bureau of Economic Analysis implicit price deflator, measured at the school year's start. Colleges must distribute funds under their salary schedules, union agreements, and other pay policies. Each district must certify to the relevant college board by each fiscal year's end that funds paid for salaries and salary-related benefits.
