New fund supports Washington preschool children

Beginning March 14, 2026, Washington creates the PreK Promise account for children in the Early Childhood Education and Assistance Program. All gifts, grants, and donations intended for the account must go there, with contributions tracked separately by donor. Money can only support children enrolled in the program, and unspent money carries over between two-year budget periods. Spending requires the secretary’s approval and follows state budget controls, but does not require a legislative appropriation. The account receives a share of monthly treasury investment earnings based on its average daily balance. On July 1, 2030, a replacement earnings rule takes effect and keeps the account’s share; the account itself does not expire. The law sets no funding amount or direct payment to families.
