Beginning March 16, 2026, Washington uses past school levy rates to protect timber tax funding during levy gaps. When a district has no current capital project levy, calculations use its highest capital levy rate from the two preceding calendar years. When it has no current enrichment levy, calculations use its highest enrichment rate from those years. Each rule requires that levy type to have been imposed in at least one of those years. Capital rates apply to debt and capital projects; enrichment rates apply to other school purposes.
