County auditors must meet with each federally recognized tribe in their county by August 1 and again by September 1 of every odd‑numbered year. They plan and confirm voting centers or ballot drop boxes on reservations, including size, days and hours, deadlines, and recruiting election officers, and keep meeting during the election year if a tribe sets these up. If they cannot reach each other, the Secretary of State, through a tribal liaison, helps make contact. The Secretary of State also meets every two years with tribes to address voting barriers, like outreach, using tribal IDs for online registration, ballot mailing sites, drop boxes, student voter info, and personalized reminders. These rules apply to federally recognized tribes whose traditional lands include parts of Washington.
The Secretary of State can study a secure electronic portal to let covered voters return ballots. Covered voters are service and overseas voters, disabled voters, and tribal members who live on a reservation. Any design studied must block electronic attacks, protect privacy, allow only one vote per voter, and create an auditable paper record. The law does not allow anyone to return ballots by portal now. If a study is done, the Secretary reports results and any recommendation to lawmakers within 180 days after finishing, and the study authority ends 30 days after the report with written notice to officials and affected parties.
