Beginning June 11, 2026, qualifying Washington port districts can borrow an extra 0.25% of their taxable property value without voter approval. The district must have created an increment area under state law. In the year it adopted the area's resolution or ordinance, the district's estimated taxable assessed value must have been $6 billion to $7 billion. That same year, the area's estimated taxable assessed value must have been less than $150 million. The extra borrowing must finance public improvements under Washington's tax increment financing law.
