Washington reserves fees for lab accreditation

Beginning June 11, 2026, Washington creates a dedicated account for laboratory accreditation fees collected under RCW 43.21A.230. All state receipts from those fees must go into the account. Money can support only activities allowed under that section, and spending requires approval through the state budget. This provision does not set a new fee or provide a household payment.

Washington dedicates fees to air programs

Beginning June 11, 2026, Washington sets dedicated funding rules for air pollution programs and air operating permits. Ecology and local air authorities can collect fees covering direct and indirect costs of carrying out chapter 70A.540 RCW. Receipts under RCW 70A.540.120 and 70A.540.130 go into the Air Pollution Control Account solely for Ecology's work under that chapter. Other designated receipts fund programs under chapters 70A.15, 70A.25, and 70A.540 RCW and RCW 70A.60.060. Ecology must share part of this account's money with local authorities based on air problems, program costs, and other available funding. Ecology's designated permit-program receipts go into a separate Air Operating Permit Account, solely for the listed permit-program activities. Spending from both accounts requires approval through the state budget. The law specifies no fee amount or direct household payment.
