New suspension rules for repeat plumbing violations

Beginning January 1, 2027, Washington’s Department of Labor and Industries may suspend plumbing credentials after five infractions in five years. A final order must establish those infractions; suspension can last up to two years. The old rule required three infractions in 36 months and a plumbers’ advisory board recommendation. Violations from one inspection or audit count as one infraction. The suspension order must list the supporting infractions, and the suspension starts on the department’s final-order date. The department must regularly update the plumbers’ advisory board on enforcement actions.

Higher plumbing fines with limits and relief

Beginning January 1, 2027, first plumbing-law infractions carry minimum fines of $500 for contractors and $100 for individuals. Fines for second or later infractions cannot exceed $5,000. Washington’s Department of Labor and Industries must set a penalty schedule by rule. Administrative law judges cannot waive, reduce, or suspend fines. The department’s director can waive or reduce payment collection for good cause. All collected fines go into the Plumbing Certificate Fund.
