Fewer protections for some West Virginia employees

Beginning July 1, 2025, new hires at five West Virginia agencies are exempt from classified civil service and state grievance procedures. These are the Bureau of Senior Services and the Departments of Administration, Environmental Protection, Revenue, and Veterans’ Assistance. Current employees keep their existing classified status and grievance access only while staying in the same position. Moving to another position within these agencies places them in classified exempt service and ends state grievance access. Governor-appointed positions are excluded from these exemptions. Agency leaders can designate employee status when necessary to meet federal law, regulations, or federal funding requirements. Bans on nepotism, favoritism, discrimination, and unethical employment practices remain in place.
