Two cities can tax district purchases

Effective July 11, 2025, the law authorizes special sales taxes in two West Virginia economic development districts. South Charleston's Park Place district covers up to 2,100 contiguous acres; Huntington's district covers 146 acres. Each city can tax sales of goods and services only within its approved district boundaries. Before imposing the tax, each city must hold a public hearing, submit an application, and get state economic development approval. The law does not set a tax rate or collection start date, or establish that either city has imposed the tax. Cities imposing the tax must report annually for the July 1–June 30 fiscal year, with reports due December 31. Reports go to the Governor, Commerce and Revenue secretaries, and the Joint Committee on Government and Finance. They must list tax collections, businesses operating during the year, and total assessed property values at district creation and for the latest property tax year. Reports must also disclose project debt, debt maturity dates, annual repayment schedules, and projected dates for full debt repayment and district closure.
