By January 1, 2027, the State Police create the Blue Envelope Program for some drivers with disabilities. Drivers with autism, dementia, or intellectual or developmental disabilities can get a durable blue envelope by mail, at any State Police detachment, or at any county motor vehicle office. The envelope states the diagnosis and gives officers tips for safe, clear communication. It has space for your communication needs and emergency contacts, and holds your license, registration, and insurance. You place your registration and insurance inside and hand the envelope and your license to the officer during a stop or crash.
The State Police may collect only the information needed to send you a Blue Envelope. They may not keep any identifying information after they mail or hand you the envelope. This protects your privacy if you request the envelope.
The State Police do not verify what is written on a blue envelope. Using the envelope does not make the State or its staff liable for errors in it. People and agencies who act in good faith under the program are immune from civil and criminal claims. This immunity does not apply if someone knowingly shares false information.
