The law keeps a Fleet Management Division in the Department of Administration. It runs a central motor pool and handles storage, maintenance, and repairs for pooled vehicles. The Division can help agencies buy, lease, finance, transfer, or retire vehicles, and can contract for fueling, maintenance, and telematics. It also provides training and guidance to fleet coordinators. State agencies that use these services pay Division fees.
Agencies must record every vehicle that needs a state plate as a fixed asset in the state system, including vehicles over one ton, CDL vehicles, and ATVs. Each agency must confirm these records by July 15 each year. Agencies must list every employee who gets a state vehicle and the bona fide business reason, and send the list each year by July 1. By December 31 each year, the Division posts a State Vehicle Fleet Report with vehicle counts, miles, fuel and maintenance costs, indirect costs, personal vehicle reimbursements, telematics use and a telematics cost‑benefit study, audits, and the Division’s revenues and expenses.
The Division sets rules for telematics on state vehicles and must notify employees. After a crash, telematics data is reviewed right away. Fleet coordinators are told when data shows unsafe or unlawful driving. Agencies using other telematics report monthly violations and must notify the Division at once after accidents. All agencies report each month the corrective or disciplinary steps they took based on telematics.
