Health agencies must plan and report yearly

The Department of Health, Department of Human Services, Department of Health Facilities, and the Office of the Inspector General must make yearly performance plans for every program in their budgets. Each plan sets goals, measures, needed resources, and how results will be verified. These plans go into each department’s annual performance report to the Legislative Oversight Commission. By July 1, 2026, the departments must report progress on adopting measures and a plan to compile baseline data for fiscal year 2025. Starting July 1, 2027, they must file a program performance report every year. Each report lists indicators, compares results to goals, reviews success, and explains any missed goals with reasons, a plan and schedule, any barriers, and recommended actions. The FY2027 report shows results for the prior year; FY2028 shows two prior years; FY2029 and later show three prior years. Only department employees may prepare these plans and reports.

Oversight commission must brief lawmakers yearly

Each year, on or before January 1, the oversight commission must send a short report to the Joint Committee on Government and Finance. The report describes and evaluates the commission’s major work and key policy or operating decisions from the past year. It may include recommendations for laws, funding, or policy changes and ideas to improve efficiency and service quality.
