New property valuation commission and members

The law creates the Property Valuation Training and Procedures Commission, chaired by the State Tax Commissioner. It includes three county assessors, five citizen members, and two county commissioners. The Governor appoints from lists of three nominees per seat from the Assessors and County Commissioners associations (no more than two nominees from one party), and may prefer assessors with recognized licenses or certifications. No more than one member may come from the same county (except the Tax Commissioner), and no more than seven may share a party. At least one citizen member is a certified appraiser; after the first citizen term ends following the 2026 changes, at least one also has an agriculture background. Members (except the Tax Commissioner) serve four-year terms, remain until a successor is named, and assessor/commissioner members end when they leave office; vacancies are filled within 30 days. The commission meets at least twice a year, called by the chair or by any four members in writing. Any member who is a direct party to a dispute must recuse.

Pay and expenses for commission members

Citizen members get $50 for each day they serve. Assessors, county commissioners, and the State Tax Commissioner serve without pay. All members can be repaid for reasonable and necessary expenses tied to their duties.

Separate state funding line for commission

The commission is funded through a separate budget line given to the State Tax Commissioner. The Legislature must approve money for that line for the commission to operate.
